Look on SourceForge. There are at least two freeware programs that do the job. Which one you choose depends on your taste.
The best shareware proggy is exe4J. Until you register, it adds a message every time someone runs your file.
I have not gotten this to work yet, but you theoretically could set up a program to use JCreator's Tools menu.
